The Hicksville Master Plan was first contemplated as a means of coordinating development efforts throughout the Village and providing a document that would support future grant applications. Since funding was limited for the completion of a Village-wide comprehensive plan, it was decided the comprehensive plan would be developed in a series of modules. This project represented Module 1 and consisted primarily of discussion related to the area of the Village generally defined as that between Community Memorial Hospital and The Hicksville Industrial Park.

DGL reviewed available data and proposed a solution to address prevalent flooding north of the hospital, provided a list of data to Hicksville Business and Industry Committee (HB&IC) needed to support the Plan, including existing utility infrastructure, existing roadway infrastructure build-up, traffic projection from businesses expected to use new roadway, etc. We also performed conceptual assessment of new roadway and utility infrastructure recommended to accommodate projected usage and developed a proposed land use plan incorporating DGL’s roadway, utility and surface drainage recommendations. We prepared the prioritized work list with approximate costs to implement plan recommendations and reviewed the draft plan with individuals selected by the HB&IC and finalized the document. DGL also provided a series of funding resources for consideration in implementing the suggestions made within the strategic plan.
