The Hollywood Casino project was a major endeavor that still has a significant impact on Northwest Ohio. DGL played a meaningful role in several aspects, including civil engineering, surveying, Traffic Impact and Interchange Modification Studies, Storm Water Prevention Pollution Plan, and zoning and permit approvals.
The civil engineering component involved two primary elements – the proposed site improvements to two adjoining parcels totaling 44 acres, and the public infrastructure improvements deemed the responsibility of Penn National Gaming. Site improvements consisted of two surface parking lots, a ¾ mile loop road, tour/mass transit bus provisions and pedestrian accommodations. Drainage design activities included storm sewer design, post construction BMPs (Best Management Practice), and a Storm Water Pollution Prevention Plan. LEED elements were incorporated into the site improvements to qualify for accreditation. LEED Silver Certification was achieved, which identified Hollywood Casino Toledo as a pioneering example of sustainable design!
DGL’s public infrastructure improvements included traffic control elements along Miami Street, improvements to the local utility capacity, and the reconfiguration of the I-75 interchange as traffic engineering and site improvements warranted. DGL also assisted with construction services while the improvements were made.
The objective of the field survey, another piece of the Casino project undertaken by DGL, was to provide a comprehensive illustration of existing site, including topography, constructed elements, utilities, and recorded easements that existed within the two parcels mentioned above. DGL also surveyed the area along Miami Street, immediately adjacent to the proposed site, to depict the existing lane configuration of the roadway in order to facilitate required design modifications. Scalable aerial images were also provided by DGL.
The Traffic Impact & Interchange Modification Studies (TIS) provided assessment of vehicular traffic that would enter and exit the Casino, and summarized how traffic would impact the public infrastructure surrounding the site. A comprehensive traffic analysis, accepted by the City of Toledo and ODOT, identified infrastructure improvements and other traffic engineering appurtenances required to accommodate the higher traffic volumes. Following TIS completion, DGL prepared an Interchange Modification Study that documented the improvements required at the I-75 interchange with Miami Street.
In accordance with Ohio EPA requirements, a Storm Water Prevention Pollution Plan was prepared by DGL to address storm water runoff concerns during construction. Post construction BMPs (Best Management Practices), a storm water detention pond and mechanical units were included in the storm water pollution prevention.
Zoning & Permit Approvals — Site approval was expedited and received by Toledo’s Plan Commission through a unique and collaborative effort. Similarly, DGL utilized upfront discussions with various City departments to secure permits for utilities, fire protection, transit bus, and the like. Utility easements and a dedication plat for the widened Miami Street were also prepared for filing.
