DGL Consulting Engineers conducted asphalt condition assessments and prioritized rehabilitation and reconstruction projects for The University of Toledo’s three campuses for four consecutive years, beginning in 2006.
DGL’s activities consisted of the following basic elements:
Preliminary walk over assessment of all asphalt surfaces – During this first phase of work, the primary purpose was to obtain an appreciation for the overall condition of the facilities and to determine what areas shall be considered for further testing.
Exploratory Asphalt Borings – Asphalt borings were taken in areas that visually showed signs of deterioration, but a visual assessment could not accurately determine the extent of deterioration or limits of rehabilitation that was needed. Generally, borings were taken to a three-foot-depth such that both asphalt and subgrade condition could be determined.
Detailed Field Inspection – Following the completion of asphalt borings, DGL’s engineer returned to each site to determine the extent of repair and/or reconstruction that was warranted. Areas were measured for the purpose of establishing budgetary cost figures for programming by the University.
Preparation of Asphalt Condition Assessment Report – With the receipt of the asphalt boring report and the completion of DGL’s final field assessment, a report was written to quantify our findings and to establish budgetary estimates for each of the sites included within the study.
Development of Construction Documents – Following the completion of the Asphalt Condition Assessment Report, the University determined the number of projects that could be performed based on each year’s budget. Contract documents were then developed based on this assessment and the remainder of the locations were programmed for future years based on their budgetary cost and predicted life expectancy.
