First Solar / Tracy Road Roadway Improvement Project

DGL was contracted by the Wood County Port Authority (WCPA) in 2019 to provide construction administration services for the Tracy Road improvements necessary for the First Solar Facility located in Perrysburg Township. This project involved the reconstruction and widening of Tracy Road, including the intersection of Tracy Road and SR 795. The objective of this project was to improve capacity and promote ingress/egress for the First Solar manufacturing plant located on the southeast corner of Tracy Road and SR 795 intersection.

DGL performed research for the existing road right-of-way and parcel lines. Section corners and existing parcel corners were located, and horizontal and vertical control was established. A topographic survey was conducted to document all improvements and utilities, and data was collected to generate the existing surface file. The boundary, right-of-way, and topographic data was used to establish the base drawing used for design of the proposed improvements. Right-of-way plans were created to aid in the acquisition of right-of-way for the proposed improvements.

The construction scope of work included widening/resurfacing of the asphalt pavement to incorporate new turn lanes (both at the site entrance and each leg of the intersection), storm drainage extensions, and intersection signal improvements. Construction started in the spring of 2019 with Phase 1 involving the full-depth pavement replacement completed during a 30-day closure of Tracy Road. The subsequent phases completed the resurfacing/widening and signal work. Construction administration, inspection, and materials testing was in accordance with the WCPA and ODOT LPA requirements and specifications. Construction cost for this project was $1,500,000.
