DGL was contracted by the City of Sylvania to complete a traffic study to review the pedestrian volumes on the Sylvania River Trail Crossing with consideration for vehicle traffic on Harroun Road. Based on the results of the study, DGL’s traffic/safety engineers and City officials determined a Pedestrian Hybrid Beacon (PHB) would serve as the most effective solution, helping to ensure the safety of pedestrians and motorists alike. The PHB was also used as a traffic calming device to help reduce speeds along Harroun Road. The crossing was located approximately 1,000 feet south of the Monroe Street/Harroun Road intersection and just East of Harroun Community Park, which serves as a trailhead for the Sylvania River Trail.


DGL assisted the City to prepare and submit necessary documents for ODOT Safety Funding. Following funding award, DGL completed a topographic survey of the area and prepared construction plans to include new signal poles, signing for pedestrians and motorists, and pavement markings. Because the signal remains unlit until activated by a pedestrian, drivers are more aware of it and notice pedestrians waiting to cross, resulting in safer crossings. This feature also has the benefit of raising driver alertness to other motorists, which results in fewer rear-end collisions.


DGL provided maintenance of traffic plans, bidding assistance and review, as well as answered contractor questions during construction. The success of this project has resulted in the City pursuing 2024 ODOT Systemic Safety Funding to replace four Rapid Rectangular Flashing Beacons (RRFB) with PHBs; with three of the replacement projects located adjacent to schools.
