Terra State Community College recognized that the pavement system across campus was nearing the end of its service life, had undergone routine maintenance, and included several areas requiring reconstruction. This project, constructed in 2025, involved the assessment and development of recommendations for reconstruction of campus driveways, alleys, parking lots/basketball court, and tennis/pickleball courts. The work included a combination of milling and resurfacing with areas of full-depth reconstruction, along with associated drainage, curb, concrete apron, and walkway repairs.
DGL was contracted to complete an existing conditions assessment and topographic survey of Main Drive, parking lots, and alleys to evaluate pavement conditions, curbs, drainage structures, and curb ramps. Following the survey, a base map was developed, and demolition plans were prepared for each area, identifying the limits of milling and areas requiring pavement removal for full-depth reconstruction. A layout plan was also prepared showing the locations and dimensions of new pavements necessary for construction of the improvements.
Prior to final design, DGL coordinated with a qualified geotechnical engineer to complete geotechnical and subsurface investigation services, including soil borings and pavement cores, to evaluate existing pavement sections and determine the properties of underlying soils. DGL’s team also provided services associated with bidding and construction administration, including weekly progress meetings, site visits, and project closeout documentation.
