DGL assisted the City with the Small City Project Applications related to this project. The project consisted of the milling and resurfacing of approximately 2.3 miles of Main Street, with full-depth repairs completed as required. The estimated project cost was $2,285,800.
Main Street served as the major north-south corridor through the City, bisecting the downtown area and functioning as a primary distribution route for the City’s industrial and commercial establishments. Within the project limits was a substantial commercial area located at the southern end of the corridor. Truck traffic, both destination-oriented and pass-through, represented a significant portion of the overall traffic and contributed to accelerated pavement deterioration, as evidenced by failing concrete areas within the project limits. Although crack and joint sealing and other preventive maintenance measures had been utilized, the street required resurfacing. Areas of base failure had been previously identified, utility manholes were depressed, skid resistance was less than desirable, and pedestrian facilities required upgrades to meet ADA compliance standards.
DGL prepared all engineering plans and specifications associated with the project, as well as estimates of material quantities, a detailed construction cost estimate, and the necessary contract documents for competitive bidding and construction. DGL also provided additional design and plan development as required during construction, obtained Ohio Environmental Protection Agency (OEPA) approval, and coordinated communications between the City of Bryan, OEPA, Ohio Department of Transportation (ODOT), public utilities, and other project stakeholders.
